RoundTable LTE: Zoning process should align public debate with pursuit of federal resources

This letter to the editor by Evanston resident John Storey Williamson was published in the Evanston RoundTable on Feb. 21, 2026. It addresses the relationship between the City of Evanston’s successful application for federal PRO Housing grant funding and the sequencing of local comprehensive planning and zoning deliberations now underway.

The letter discusses the timing of the City’s initial PRO Housing application in fall 2023, prior to the release of the first draft of Envision Evanston 2045, as well as the role of federal grant certifications in shaping institutional expectations around anticipated land-use and regulatory reforms.

As Evanston moves into the zoning code update phase, the letter recommends earlier disclosure when federal grant applications involve land-use representations, explicit City Council authorization prior to certification, and planning sequences that invite community input before rather than after institutional commitments are executed.
